Can you feel time slippin' down your spine,
Ooooooh, You try and try to ignore
Ooooooh, You try and try to ignore
In these two next lines, theres something the song wants ourselves to ask directly: You realize that time goes fast? That is something you aren't able to control, outta your reach. And even if we notice, we just try to ignore.
That's how we lose valuable time and things, because we care for things that have no value: material things, revenge, bad feelings. We never try to live our fullest and mostly worry.

Can you feel life movin' through your mind,
Ooh, looks like it came back for more

Live and Learn is by far the best song of the Sonic repertorie. It's a song that goes on far deeper than being just a game song.
In these first 2 lines, it asks directly towards the listener:
Can you feel life movin' through your mind?
As if saying: Can you notice what is happening right now? Are you conscious of whatever is happening in your life?
It seems that life never gives us rest.

Here, it's spoken as if someone (the listener) has given up. Get to think a bit. You ain't alone in any of your quests, there's always someone that believes there's many options to face - searching for a place you believe that exists.
Even if you think there's no way you'll ever find the answer, there's no way you can keep on going - keep believing, or at least, as the next lines say, hold on to what if? - Hold on to the 'might be a way for me to get through of whatever happens'

place where you dream you'd never find.

Hold on
'Hold on to what if'
What it means, is to evaluate every possibility. Be restless, be stubborn. Even if you think you're left with only a couple of options, or the result seems to be decided from before, what if it is different? What if there's another way, another possibility?
Whatever you think that can happen, it can happen, as it can't. There's always a maybe, an if - you can't think everything is decided without a second option.
