I think that this means that Davy is older and suffers from PTSD, since he's not always actually going to be in the navy. It's a figurative way of saying that in his mind, he will never escape his past.

A girl who can't decide and here's the reason why
This lyric really struck me when I was younger and questioning my sexuality and I felt that I identified with it because I couldn't decide either, and it was something that was a real struggle for me. I think that Brendon is trying to tap into that kind of feeling and to sort of show his frustration for the situation but also the frustration of the girl.

This line and the one above it I really identify with. I was with a guy who I left because I just didn't feel it in the first place, and he was really sad about it. I felt so bad but I never did anything about it. later, when he had moved on, I realized my mistake. I still felt bad for leaving him, but he obviously didn't care anymore. I had a lot of regret and unsettled things I wanted to say about how I should have stayed, which made me really connect to this lyric.

I think this song is about a girl and her dream boy, and the things he'd say to her. She's trapped and wants to break free, "having no regrets is all that she really wants," but her parents are controlling and wont let her. This dream boy is so full of fun, which she loves because she wants to break out and get crazy, so crazy that insane things happen. But when such things happen, she'd be scared it might ruin the relationship, so her perfect guy would be telling her that it wouldn't change anything between them. In conclusion, its a beautiful song about the voice of the fantasy, the perfect guy in the mind of a girl who is constantly held back and controlled by her parents.
