This is describing the Germans in operation Barberossa as the Russians retreated knowing they would over extend the Germans and then winter came and as you hear in the song it brought rains and snow and ice slowing the tanks and slowly freezing the Germans and thats hen they struck.

Since its from the all popular anime Tokyo Ghoul it is looking at Kaneki Ken and it is looking at it from Kaneki's view as he deals with the system shock as a ghoul who has just become a ghoul with human ideas but having to learn to adapt as a ghoul in order to survive. He is now wondering what is happening and in dire need of assistance.
