He's at a restaurant/bar, and is asking the waiter to fill his glass with liquor (alcohol of some kind). The fact that he then says "take a sip, sign the check" shows that he is rich enough not to care about finishing the drink. Alternatively, he's careless and having a lot of fun. But we can assume he is rich because he owns/is renting a "stretch" (limo). He calls the limo a "stretch" because limo are stretched out, elongated.
