Aeon City is the capital of the New Dawn, were 2 clans, The Runaways and The Scarecrows (outsiders) are fighting. The recruits are recruits of The Runaways, who'll fight against the Scarecrows in this war. The Raven, who's basically the mean guy, built his army, and now is ready to attack Aeon City. The Cog and Crown is The Runaways emblem.

The Scarecrows actually are a group of Mercenairies fighting against the Runaways, 159 years after The Fallout. So, literally, they/we are attacked be an enemy clan.
«It’s been one hundred and fifty nine years to the date from The Fallout. The Raven and his tyrannical group of mercenaries, The Scarecrows, have begun assembling their army behind the walls of Aeon City, of the capital of the New Dawn. Just outside the wall, we have made camp in the surrounding woods. The cog and crown does not fly tonight for fear of being spotted…Tonight, we do not sleep. The faces around the camp are filled with fear, doubt, and hate. However, when I look beyond the firelight in their eyes, I see something more. They are not fearful of The Raven that roost in his nest; They are only fearful they won’t be there to watch his towers crumble. And they do not doubt why they aren’t sleeping tonight; They are only doubtful if the morning will bring them a worthy adversary. But above all else, they do not hate what their enemy has done; They only find hate within themselves for letting their world crumble before them. These are not the same misfits and outcasts found hiding in the shadows. I am not the same boy that I was when my mother was taken from me. We are no longer these things, because we are no longer defined by the past. »
